I found a new Gainward GeForce RTX 4070 Phoenix GS for 875usd and was wondering if i should buy it or not? My computer budget is 1500usd. I dont have any computer parts or computer knowledge. If i should get it, what other computer parts should i buy?

Went with a z690 board instead of a 760m, you get a bit more for the money but need to flash bios to support the 13500 (google for guide). If that's a problem then i would go for Gigabyte B760 Gaming X DDR4 instead. When it comes to Gainward GeForce RTX 4070 Phoenix GS for 875usd then its a bit on the expensive side and personally i can't really recommend to even buy a 4070 right now. Nvidida might lower the price and Amd will release there 7800 xt series in Juni so i would hold on for a bit, there are also Amd options which are good value as well right now.
What are you gonna use the computer for, Games? Then so what games? a 13500 gives a bit more performance in some games which uses the cpu an example is Call of Duty Mw3, you can get a better Cpu but will go a bit over budget. Rest of the parts a the most budget you can get~

here you have a great build around 4070. But 875 usd semms a bit high for a 4070. And other models like msi sems to go for the same
